The obvious answer is because you have to and because it is the right thing to do. The last few years have seen a number of compliance disasters that have damaged the reputation of the Premium Rate and Broadcast industry.
In one week during February 2009 PhonepayPlus fined two Information Providers a total of £350,000 for breaches of their code. If they do not pay the fine, the Service Provider is potentially liable.
GMTV fined £2 million for failings with its phone-in quizzes. Described as a "substantial breakdown in the fundamental relationship of trust between a public service broadcaster and its viewers" the station was guilty of "longstanding and systematic failures in the conduct of broadcast competitions". The service operator was also fined a further £250,000.
GCap Radio fined £1.1m for "inexcusable" failings in the running of an on air promotion, Secret Sound, and for lack of full disclosure during an Ofcom investigation. GCAP had deliberately selected entrants with the wrong answers to the question in order to prolong the duration of the competition and encourage more people to pay to enter.
ITV fined £5.7 million for abusing premium rate services in a number of programmes that ran pay to enter competitions and votes. These included Ant & Dec's Saturday Night Takeaway and Soapstar Superstar.
In addition, PPP levied fines of over £1m in 2008.

Your Problems
Many companies are unaware of all of the requirements that are needed to run Premium services.
